This site is an independent concept artefact prepared by Andrew Loughran in support of an application for the Senior Adviser (AI for Standards) role at the Ministry for Primary Industries (MPI), reference MPI26/19077920.
It is not a publication of the Ministry for Primary Industries, of Biosecurity New Zealand, or of any other New Zealand Government agency. It has not been commissioned, endorsed, reviewed, or approved by MPI. It is hosted on a domain owned by Andrew Loughran (privateparadox.co.nz) for the sole purpose of demonstrating capability in support of a job application.

Built using publicly available material only.
This site has been built outside the MPI environment. No internal MPI information, no commercially sensitive material, no information held under the Official Information Act 1982, and no personal information held by MPI has been used in producing it.
The author was previously employed by MPI in the Animal Welfare Compliance, M. bovis programme, and Animal Exports operational policy areas, ending December 2025. The author left MPI under a mutually agreed settlement that includes mutual non-disparagement obligations. Nothing on this site discloses internal MPI information, draws on confidential briefings, or quotes from internal MPI documents. Where the author's MPI work history is referenced, it is at the high level of role description only, consistent with what would normally appear on a CV.
All factual claims about BIES processes, IHS development, OMAR development, consultation cadence, and document structure are sourced from material published on mpi.govt.nz, from the Biosecurity Act 1993, and from the published Senior Adviser (AI for Standards) Job Description.
No real submitter or personal information.
All sample submissions, sample IHS clauses, sample notification drafts, and sample submitter names appearing in the demo tools on this site are synthetic. They have been written by the author for illustrative purposes only.
The synthetic samples are loosely modelled on the kinds of submissions that the BIES consultation register receives. Any resemblance between a synthetic sample submitter (for example, "Pacific Flower Imports Ltd" or "Wellington Wholesale Flowers Ltd") and a real person or organisation is coincidental and unintended. If you identify a synthetic name that matches a real organisation and would prefer it changed, please contact the author and the name will be changed promptly.
No personal information governed by the Privacy Act 2020 is collected from visitors to this site. The site does not set tracking cookies. The "Bring your own" tabs on the four tool pages accept an Anthropic API key from the visitor; that key is held only in the visitor's browser tab (sessionStorage) and is sent only to api.anthropic.com when the visitor presses "Run". The key is not transmitted to the author, to any analytics service, or to any other third party.
Visitors who paste their own consultation submissions, IHS clauses, or other text into the "Bring your own" tabs are responsible for any personal information contained in that text. Such text is sent directly from the visitor's browser to api.anthropic.com under Anthropic's terms; it does not pass through any infrastructure controlled by the author.
Generative AI was used in the build, and the build is the demonstration.
This site has been built using generative AI tools as a development partner, consistent with the role being applied for. The four interactive tools on this site call the Anthropic Claude API at runtime. Pre-cached sample outputs were produced by Claude and reviewed by the author before publication. Substantive analysis, structural decisions, governance design, and the legal frame are the author's own work.
In a production BIES context, the same tools would operate under the Operating Model set out on the Governance page, including human-in-the-loop review, citation discipline, and explicit kill conditions.
